Winchester is at the heart of Hampshire, is the county town and the ancient capital of England, with many historic buildings and an ancient street pattern. The city itself is a major tourist attraction and has to cope with heavy traffic on a daily basis.
Car ownership in Hampshire is growing at a higher rate than the national average. More and more journeys are being made by car, placing a greater burden on the road network. In 1997 motor vehicles in Hampshire travelled around 10 billion kilometres along Hampshire’s roads, an increase of almost 30% over the previous decade. National forecasts predict that traffic levels in the county could rise by 50% by 2020, unless new and sustainable policies are adopted and supported by a robust investment programme.

The population of the County of Hampshire is over 1,650,000 of which 105,000 are in the district of Winchester and just under 32,000 are in the city of Winchester itself. There are 511 bus services in Hampshire to serve this population which are run by 30 bus operators. In total these cover over 4.5 million miles annually.
Each inhabitant makes an average 1.6 trips per day with a car ownership level for the Winchester area during 1997 being 1.2 cars per household. The number of public transport users in Winchester has remained relatively unchanged since 1993.
Local data suggests that Hampshire’s adults make over 600 trips a year and 80% of these are made by car. The proportion of trips made by public transport is as low as 9%.

Hampshire’s integrated transport strategies emphasise the need to develop public transport, walking and cycling. The effects of the strategies will be to reduce the level of car dependence indicated in the modal share data in favour of more sustainable modes.
