Test of Access Restrictions in Krakow

Within the CiViTAS CARAVEL project the City of Krakow is implementing a measure dealing with the enforcement of the access restrictions to the “B” zone of restricted access and parking in the city centre. In December 2007 the city has started the identification of vehicles with the help of the Autoscope Sierra hardware and software at a first test location, the Wszystkich Swietych Square, close to the headquarters of the Municipality of Krakow.

The first months of the test helped to show preliminary the scale of number of illegal entrances to the “B” zone. The average number of vehicles entering B zone at this gate is around 4000 veh./day, when around half of them have no right to enter.Analysis done show, that from a theoretical point of view, the income coming from fines for drivers can quickly cover (in the first stage) the costs of the optical recognition system.Positive results at tested gates will allow the City of Krakow to make further steps towards the implementation of modern technology solutions in mobility management. Main aim of these measures is to improve the conditions for pedestrians, cyclists and public transport users, especially in the congested city centre.
