The Stuttgart region has a population of 2.7 million and a population density of 720 inhabitants per square kilometre. It has strong automotive and mechanical engineering industries and is sometimes referred to as “the cradle of the automobile”.

Located in one of the most dense conurbations in Germany, the city is well acquainted with the problems that result from high mobility demand and is working towards sustainable mobility solutions. In 2008, a low emissions zone affecting all vehicles came into effect in Stuttgart with the aim of improving air quality. The city has a light rail system, an underground system and a large bus network.

Under CIVITAS II, a car-pooling scheme was tested for those attending large-scale events in the city. In order to create a more user friendly and accessible system, CIVITAS allowed for the updating of software for matching drivers and riders and for making reservations for shared vehicles. The system was also better linked to public transit services, and an increase in registered users was recorded.

With the introduction of “limited emissions zones”, vehicles with high emissions levels were banned in Stuttgart, reducing emissions by between 2 and 6 percent.
