Decision support tool for environmental impact assessment of traffic planning measures in Genoa
The objective of this measure is to produce an integrated set of tools, based on simulation packages and models, to evaluate the environmental impact of the traffic planning measures. In this way, the decision makers could be able to choose the best solution to decrease problems due to traffic congestion and to reduce the impact on citizens health.
Objectives / Innovative Aspects
to produce a fully integrated set of tools from traffic assignment to emission and dispersion evaluation;
to evaluate the environmental impact of the traffic planning measures;
to obtain clear outputs to be used by politicians and understood by citizens;
to develop a tool to be used as an evaluation support in case of significant change in traffic conditions;
to analyse the results coming coming from the application of impacting measures developed within Civitas Caravel Project.
The main target of this CIVITAS measure is the improvement of the already existing tools and the new ones which Genoa Municipality is going to develop. The work will be organised into two main activities: the research ones and the demonstration ones. The first ones aim at carrying out a general methodology of description of suitable parameters, needed to describe in the most reliable way a particular domain, such as the city of Genoa; the second ones aim at developing the model and interfaces of the model cascade.
The following activities have been carried out:
- Interface between the traffic and environmental data base;
- Evaluation and updating the vehicle fleet composition.
The collected data, together with the others already available, have been elaborated in order to obtain information about the actual circulating vehicle fleet;
- Set up and implementation of the emission model TEE.
At present the main ongoing activities are:
- Set up and implementation of the diffusion model ADMS;

To implement a traffic - environmental integrated tool.
To increase the collaboration between the technical offices of the Local Institutions.
To increase the number of studies to evaluate the environmental impact of the traffic plan: this is meaningful and actually underpins the objectives defined above.
To improve the quality and easiness of understanding of the model output.
