Summary

Monitoring and Evaluation (M&E) activities start with setting up a plan that describes the current situation (= baseline), planning objectives, intended activities, responsibilities and processes. It can be part of a Sustainable Urban Mobility Plan (SUMP) itself or a free-standing document. Because there is a lack of guidance for the development of such plans, we developed an M&E Plan Template for use by urban transport planners as part of the CH4LLENGE project. It provides guidance on:

  • how to structure an M&E plan;
  • the general organisational and procedural framework for evaluation and monitoring activities, including the organisations responsible, time schedules, and stakeholder involvement;
  • how to choose M&E indicators and targets by providing a long list of outcome, intermediate, output and input indicators as well as advice for the suitability of indicators for different situations;
  • data reporting, analysis and evaluation methods; and
  • resources required for evaluation and monitoring.

In each part, the template provides links to literature with more detailed information and guidance. It complements the CHALLENGE M&E toolkit (www.sump-challenges.eu/kits). The template text needs to be amended for local use according to local requirements. For example, different objectives and transport strategies are relevant for different cities, leading to unique sets of indicators as well as procedural requirements while keeping consistency with European practice on indicators and methods.

Good Example

The City of Dresden developed M&E activities as an integral part of their SUMP called „Verkehrsentwicklungsplan 2025plus“, which was politically adopted in November 2014. A draft SUMP included an M&E chapter with an initial indicator list. This list was further qualified on the basis of the CH4LLENGE M&E template and then discussed with internal and external partners, particularly stakeholders and politicians at a Round Table and a Scientific Advisory Board. The updated local M&E plan has been implemented in the politically adopted SUMP.
