Action Plan for Sustainable Mobility in Madeira approved

The Action Plan for Sustainable Mobility in the Autonomous Region of Madeira (PAMUS RAM) was approved at the end of June.

The plan is vital for efforts to transition towards clean, inclusive and safe transport in the Portuguese region.

It provides the Regional Government with an instrument that links the short-, medium- and long-term action strategy for the development of infrastructure and transport of the RAM, improving accessibility throughout its territory and providing more sustainable mobility and transport to residents and visitors.

In the scope of CIVITAS Destinations, the Regional Government has the responsibility to develop a Tourism Mobility Plan to understand tourists’ mobility patterns in the region and define measures that fulfil their mobility needs. This was integrated into the PAMUS.

PAMUS RAM was developed with a 10-year funding period in mind (2019 - 2028), which covers two distinct cycles of community funding. As such, it is a comprehensive document that diagnoses investment needs in the different domains. By identifying new projects and establishing investment priorities, it can also contribute to the programming of the next financing cycle.

PAMUS’s elaboration required collaboration between over 20 entities from the mobility and tourism sectors to collaborate, as well as all local authorities and the regional government.

Its development started in July 2018 and ended in April this year, with the final approval given in June. Its strategic objectives are to:

  • Promote transport solutions that encourage the competitiveness of the region;
  • Promote low-carbon transport solutions through the use of more efficient technologies;
  • Promote the use of public transport;
  • Contribute to more inclusive mobility;
  • Implement solutions that offer economically and environmentally sustainable transportation options to tourists;
  • Understand the dynamics of tourism mobility between the islands of Madeira and Porto Santo;
  • Prepare a plan of action for each of the municipalities involved.

The plan ensures an integrated approach to mobility and transport actions and takes into account the main problems and opportunities associated with these.

In this way, it meets the needs and expectations of the regional and municipal levels. Both national and international best practice were drawn on in the development of PAMUS RAM.
