The tool uses two methodologies for reaching consensus and identifying the interrelations between the factors and characteristics. The tool can therefore be used several times in order to conclude the process, each time taking between 20 and 5 minutes
Assistance required
Training is strongly advised to the "Moderator" of the process who is the organisation that controls and monitors the process. For the other participants, training is helpful but not required.

Summary
The Understanding the Cities Tool (UCT) aims to facilitate the cooperation, consensus building and common understanding among city stakeholders necessary to ensure long-term solutions to urban logistics problems. UCT supports its users in:
- Identifying key influencing factors of their Urban Freight Transport (UFT) environment
- Assessing the current and exploring the future state of their UFT
- Identifying the main factors that influence certain UFT city characteristics
- By serving as an ongoing participatory platform on UFT issues.
To be able to address both current and future challenges in a well-targeted way, city stakeholders should develop a common understanding of the influencing factors and their impacts on one hand, and the expected evolution of the UFT environment on the other.
NOVELOG's UCT supports city stakeholders in two ways. It guides stakeholders to define the most important factors influencing their UFT environment today and in the future and to agree on their relative importance. It also helps them reach consensus on the current and future state of their local UFT. It provides the opportunity to identify the relationship between each influencing factor and each city characteristic, thus addressing the question: “If I want to influence a specific city characteristic today or in the future, which influencing factor should I focus on?”
Good Example
The tool has been applied by all the NOVELOG pilot cities (Athens, Turin, Graz, Rome, Barcelona and Mechelen) and the NOVELOG case study cities (Bologna, Reggio Emilia, Gothenburg, Venice, Copenhagen, Pisa and London Borough of Barking and Dagenham). They have used the tool for reaching consensus on the main factors that affect UFT and the most important characteristics that define the UFT environment of each city. Based on this the future of the city logistics environment was identified.
