CIVITAS Award - Europe’s Highest Awards for Clean Urban Transport

CIVITAS Initiative

For the second consecutive year, the CIVITAS Initiative will offer members of the CIVITAS Forum the possibility to win one of three CIVITAS Awards. Last year, during the Rotterdam CIVITAS Forum, La Rochelle won the New Mobility Culture Leadership Award for a CIVITAS Forum member, Ålborg claimed the New Mobility Culture Leadership Award for a CIVITAS demonstration city, while Göteborg secured the CIVITAS City of the Year Award. These new prestigious awards address the theme of the 2005 CIVITAS Forum of Nantes, that is Integrating Sustainable Transport Policies: “from Theory to Practice”.

Every CIVITAS Forum member is invited to enter their application(s). The 36 CIVITAS demonstration cities can apply for two awards, the non-demonstration cities for one. Application forms can be downloaded at: www.civitas-initiative.org/download_center. The winners will be decided entirely based on the merit of their applications. Winners will be officially announced during the final plenary session of the CIVITAS Forum in Nantes. Expectedly, Mr. Jacques Barrot, Vice-President of the European Commission and Commissioner for Transport, will personally present winners with the awards.The Awards1&2) “Implementing Sustainable Transport Policies”These awards will be presented to the CIVITAS Forum member cities which in the near past have been able to demonstrate a record of success in translating stated policies into concrete facts. Unlike the CIVITAS City of the Year Award, these relate to activities addressed by the CIVITAS Initiative, though outside and beyond the work programme and the time frame of CIVITAS. One winner will be selected from among the 36 CIVITAS demonstration cities and the other one from the non-demonstration cities. Each demonstration city (represented by Site Manager) and each non-demonstration city will receive a password to upload their application. The final selection will be made by the CIVITAS Policy Advisory Committee (PAC).3) “CIVITAS City of the Year”This award will be presented to the CIVITAS demonstration city which has best handled the transition from theory to practice in the integration of sustainable transport policies. The latter are intended as policies explicitly undertaken as part of the CIVITAS programme and during its time frame. The current 36 demonstration cities will have the opportunity to both apply and decide which city deserves the title of “CIVITAS City of the Year”. They can in fact present their own candidature and be the judges, by assessing all applications through their own experience. Each demonstration city (Site Manager) will receive a password to ensure uploading of the application and on line voting anonymously.Award Criteria1) Criteria for the CIVITAS award “Implementing Sustainable Transport Policies” for a CIVITAS demonstration city:The city must be a CIVITAS demonstration city and provide evidence of:Ambitious policy making over an extended period of time (i.e. last 10 years);Clear political support and leadership;Technical competence and timely implementation;Qualitative and quantitative methods to monitor results and improve the policy set up;Inclusion of local needs/circumstances into policy development and implementation;Active information exchange with other cities.2) Criteria for the CIVITAS award “Implementing Sustainable Transport Policies” for a CIVITAS Forum member city (non demonstration):The city must be a CIVITAS Forum member (not demonstrator) and provide evidence of:Ambitious policy making over an extended period of time (i.e. last 10 years);Clear political support and leadership;Technical competence and timely implementation;Qualitative and quantitative methods to monitor results and improve the policy set up;Inclusion of local needs/circumstances into policy development and implementation;Active information exchange with other cities.3) Criteria for the “CIVITAS City of the year”The city must be a CIVITAS demonstration city and provide evidence of:Active ambassadorship of CIVITAS;Timely implementation of the policy set up addressed through CIVITAS;Ability to circumvent obstacles to implementation and adjust policies to arising contingencies;Active involvement of local stakeholders;Active information exchange with other CIVITAS cities and CIVITAS Forum Cities.
