New EU Urban Mobility Framework Roadmap Published
As part of the Sustainable and Smart Mobility Strategy published in December 2020, the European Commission set out in its Action Plan to revise the EU 2013 'Urban Mobility Package'. In light of this, the European Commission has published its roadmap on the New EU Urban Mobility Framework.
The results of the evaluation of the EU 2013 ‘Urban Mobility Package’ published in February 2021 demonstrate that further EU action on urban mobility is needed to upgrade the EU sustainable urban mobility toolkit in order to respond to the growing challenges, and to contribute to the increasingly ambitious climate, digital and societal objectives in line with commitments of the EU.
Therefore, to help the EU build on its 2013 urban mobility package and meet its 2050 climate target, this initiative proposes measures to encourage EU countries to develop urban transport systems that are safe, accessible, inclusive, affordable, smart, resilient and emission-free.
The initiative also addresses transport pollution and congestion and draws lessons from COVID-19’s effect on public transport to help with the transition to a climate-neutral economy and emission-free transport at the local level.
Roadmaps aim to inform residents and stakeholders about the Commission's work in order to allow them to provide feedback and to participate effectively in future consultation activities. Residents and stakeholders are in particular invited to provide views on the Commission's understanding of the problem and possible solutions and to make available any relevant information that they may have. The roadmap will be open for feedback until 25 May 2021.
To inform the revision of the New EU Urban Mobility Framework, the following stakeholder activities are planned:
- A public consultation is envisaged for Q2 and Q3 2021 (12 weeks), with an online survey for residents and stakeholders
- Targeted consultation: two events are envisaged for May-June 2021:
- Organisation of a workshop for local and regional authorities with the Committee of the Regions
- Consultation of the Member State expert group on urban mobility and members of the CIVITAS Policy Advisory Committee
In addition, the results of the open public consultation on the Sustainable and Smart Mobility Strategy, as well as feedback received during the evaluation of the current EU urban mobility framework, will be taken into account when preparing the new initiative.
The aim of the envisaged consultations is to seek information and feedback from the relevant stakeholders and wider public in relation to the direction and possible solutions to tackle the EU urban mobility challenges. The consultation activities will target the following main categories of stakeholders: cities and their networks, stakeholders active in urban mobility and road safety fields, national and local administrations, social partners, civil society, residents living in cities as well as the Committee of the Regions.
