Summary

This document summarises the lessons learned about citizen engagement in the CIVITAS ELAN project. The approach of CIVITAS ELAN was to “put the citizen first”. It motivated stakeholders and the interested public in each of the participating cities to become actively involved in planning, implementing and monitoring measures in the field of sustainable mobility.

In the four years of implementing the ELAN measures, project partners identified and described a number of experiences, which have also been supported by the findings of the evaluations of the citizen engagement process. These findings include not only good practice examples and their supporting factors but also negative experiences and their underlying obstacles.

This document compiles all these results as ELAN’s lessons learned. The document is a valuable source of information for cities and other actors dealing with participation that:

  • plan new citizen engagement actions in the area of sustainable mobility;
  • endeavour to improve existing practices;
  • have an interest in new perspectives and approaches related to citizen engagement.

Good Example

Case studies from all CIVITAS ELAN cities (Ljubljana, Gent, Zagreb, Brno and Porto) are included in this document. Moreover, case studies are compiled by the various phases of the citizen engagement process (planning, preparation and implementation phase). Further case studies and information are provided about concrete impacts.
